On Saturday the 26th of October 2019 a community meeting for the Integrated Development Plan (IDP) for Ward 111 was held at Penelopele Oracle Secondary School. Catering was available.
We had published the invitation on our website https://kaenews.co.za/blog/invitation-to-the-2020-21-idp-budget-and-tariffs-community-based-planning-workshop/community/ However, the attendance was disappointing as only 12 people attended.
The IDP was held by the City of Johannesburg and David Mawelewele from the Office of the Council Speaker facilitated the meeting.
An Integrated Development Plan is a super plan for an area that gives an overall framework for development. It aims to co-ordinate the work of local government in a coherent plan to improve the quality of life for all the people living in an area.
The IDP is based on community needs and priorities. Communities have the chance to participate in identifying their most important needs. The IDP process encourages all stakeholders who reside and conduct business within a municipal area to participate in the preparation and implementation of the development plan.
The objective of the sessions is to consult with stakeholders at a ward level to identify ward priorities for inclusion into the draft 2020/21 IDP and budget report which will be tabled at Council in March 2020.
The community priorities should be doable within 3 years and should be projects that are not existing at the moment.
The 3 Priorities identified by the community for the 2020/21 financial year are:
? Tarring of Roads in Kaalfontein Extension 1 & 4 (Killfish Street, X-Ray Fish, Lowfish)
?Building of Sports Facility In Ebony Park Extension 6 (Loftus Ground)
? Building of Speed Humps Ebony Park Extension 6
The priorities will go to the CoJ Council and if approved will be in Budget of the 2020/21 financial year.
Housing was raised as a priority. However, this was not adopted as it’s feasible within 3 years. There’s also no space for housing in the ward.
Building of the Kaalfontein Primary School was also raised and not adopted because building of schools is a Provincial competency.
It was confirmed that the building of a community multi purpose center is being built opposite Yarona Shopping Centre as per last year IDP. The public is encouraged to attend meetings like the IDP.
