YOU GET TWO BALLOT PAPERS:
- One for Ward
- One for Party
The Ward ballot lists all the Ward Candidates alphabetically.
The Party Ballot is to determine how many PR (proportional representation) seats each party gets in Council.
Residents do not elect the mayor. The Mayor will be elected by newly elected councillors.
HOW IT WORKS OUT
In each Ward, the appointed Ward Councillor is the candidate with the most votes in that ward.
There are 135 wards in Johannesburg, and 270 seats in Council.
- 135 seats are allocated to Ward Councillors
- 135 seats are allocated to PR Councillors
The number of PR seats per party is calculated as follows:
- All the Ward votes and the Party votes are added together to determine the total number of seats allocated to each party in the council.
- For each party, the number of ward seats won is then deducted from their party’s total seats to give the number of PR seats allocated.
So, it is possible for a party not to win any wards but still have a substantial number of seats in Council.
